EU Ship Recycling Regulation (EU SRR)
The EU Ship Recycling Regulation (Regulation (EU) No 1257/2013) applies to ships flying the flag of an EU Member State and establishes requirements for the safe and environmentally sound recycling of ships. FoilDock Panama is developing its facilities to meet full EU SRR compliance, enabling EU-flagged vessel owners to recycle ships in Panama.
The EU SRR requires that EU-flagged vessels are recycled only at facilities included on the European List of Ship Recycling Facilities. To be included on the European List, a ship recycling facility must demonstrate compliance with the technical and environmental standards set out in the Regulation.
FoilDock Panama's Foil Basin contained dry-dock system is engineered to meet these standards. The facility implements full hazardous material containment, comprehensive worker safety protocols, environmental management systems aligned with ISO 30000, and complete documentation including Ship Recycling Plans (SRPs), Inventory of Hazardous Materials (IHM), and Statements of Completion.

Key Requirements
European List Approval
Ship recycling facilities must apply for inclusion on the European List maintained by EMSA, demonstrating compliance with all technical, environmental and safety requirements of the EU SRR.
Inventory of Hazardous Materials
All EU-flagged vessels must maintain an IHM identifying hazardous materials on board. FoilDock Panama provides certified IHM survey services as part of the pre-recycling assessment.
Ship Recycling Plan
A vessel-specific SRP must be prepared and approved by the flag state administration before recycling commences. FoilDock Panama prepares SRPs in accordance with IMO guidelines.
Statement of Completion
Upon completion of the recycling process, FoilDock Panama issues a Statement of Completion — the formal legal document confirming full EU SRR compliance for the vessel owner.
